Our Expertise
Stacy Reid Swain , Esq.
Axion Legal Strategy is led by Stacy Reid Swain, Esq., a seasoned attorney and public sector leader with more than 20 years of experience at the intersection of law, policy, and human services.
Stacy brings a unique, multidisciplinary perspective shaped by her work across federal, state, and local government. Her career includes senior leadership roles with the Montgomery County Public Schools Office of the General Counsel, the FBI’s Victim Services Division, the Maryland Judiciary, and the Maryland Office of the Attorney General. Most recently, she served as Legal Director for Special Education at Montgomery County Public Schools, where she advised on complex legal, policy, and compliance matters impacting students and families.
Throughout her career, Stacy has worked closely with individuals navigating some of life’s most challenging circumstances, supporting victims, children and families, and vulnerable populations with a focus on both legal integrity and human impact. This experience informs her approach at Axion Legal Strategy: combining sound legal judgment with empathy, clarity, and a deep commitment to client-centered advocacy.
A bilingual attorney (Spanish), Stacy is admitted to practice in Maryland and the District of Columbia. She holds a Juris Doctor from American University Washington College of Law and a Bachelor of Arts in Spanish from the University of Virginia.
At Axion Legal Strategy, Stacy leads with the belief that effective legal counsel should not only solve problems, but also empower clients, helping them navigate complexity with confidence, dignity, and purpose.
